The NWDA assumed lead RDA responsibility for the Department of Energy and ClimateChange(DECC) in January 2009. This required the NWDA to manage the relationship between the RDAs and DECC by:
- providing strategic leadership across the RDA network on DECC policy and stakeholder management
- providing the main point of contact between DECC and the nine RDAs, ensuring effective communications were maintained
- providing a direct conduit for DECC to the regions and businesses
- coordination of joint RDA responses to DECC consultations and information requests
A Strategic Partnership Agreement was signed between DECC and the RDA Network setting out objectives and shared priorities and how to work together to address them. A high-level, cross-RDA Energy and Climate Change Directors Group was formed to provide senior level, strategic regional leadership on the Energy and Climate Change agenda. Bi-monthly RDA/DECC Newsletters were produced and an RDA DECC brochure was distributed to key senior DECC colleagues in April 2010. NWDA provided RDA representation on relevant DECC and BIS cross-Whitehall low carbon policy groups and project board meetings, to provide support and advice to DECC in delivery of key policy areas. NWDA also supported BIS in the development of a Low Carbon Economic Area (LCEA) forum and provided evidence on key regional strengths for the New Industry New Jobs policy document. In addition, a number of reports were produced to support the evidence base for policy making.
